Described as decrepit, dangerous and dysfunctional, Rikers Island is seen as undermining public safety and the wellbeing of everyone who works there. The Independent Rikers Commission will work with community, the criminal justice system, and government stakeholders to safely close the Rikers Island jail complex and improve function of the criminal justice system, while safely reducing the use of unnecessary incarceration. Mandated to close August 2027, ultimately Rikers Island will be repurposed as a hub of green infrastructure to serve all New Yorkers.
Judge Randall T. Eng, Of Counsel to Meyer Suozzi and former Presiding Justice, Appellate Division, Second Department, has been appointed to join this independent body comprised of policymakers and advocates from a variety of backgrounds including corrections, law enforcement, victims’ services, the judiciary, academia, service providers, business, as well as those who have spent time behind bars.
